About EPA Deputy Assistant Administrator for Infrastructure and Extramural Resources
Dan Coogan
Dan serves as the Deputy Assistant Administrator for Infrastructure and Extramural Resources in the Office of Mission Support. In this position, Dan is responsible for the acquisitions, grants, and facility operations and management that support the Agency’s mission.
Dan has nearly two decades of strategic experience serving the federal financial management community. As the Director of the Office of Resource and Business Operations, Dan managed the Office of Mission Support’s annual budget of $900 million and 1,400 FTE, supported thousands of critical agency services and programs with a focus on delivering the best possible support to the rest of the agency. He has led numerous projects and programs with implications for the whole agency, including OMS’s implementation of the Infrastructure, Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA); the agency’s implementation of the Build America, Buy America Act; oversight of EPA’s participation in the U.S. Department of Health and Human Services’ Unaccompanied Children interagency detail program; and the development of the enterprise COVID-19 contact tracing and vaccination attestation programs.
Dan joined EPA in 2004 and holds a B.A. degree in Government and Politics from the University of Maryland, a Master of Public Policy from George Washington University (GWU), and a PhD in Public Policy from GWU.
