EPA PRESENTS AWARDS TO CAPE'S 'GROUNDWATER GUARDIANS'

BOSTON -- EPA's New England Administrator John P. DeVillars joined state and local officials April 23 to present "Groundwater Guardian" awards to 98 environmentally responsible Cape Cod marinas and gas stations who have maintained exemplary care of their undergound fuel storage tanks.
Over the past three years, officials with the Barnstable County Department of Health and the Environment have inspected 300 Cape Cod facilities. Today's awards were presented to the 46 gas stations and marinas who had no significant environmental violations relative to their fuel storage. The 52 sites that had environmental violations but corrected them quickly will receive an honorable mention. Facilities found in violation were referred to the local fire departments for further action.
"My hat is off to the gas station and marinas we are honoring today whose underground storage tank maintenance helps keep the Cape's groundwater safe and free of pollution," DeVillars said. "From Orleans to Falmouth, these businesses have proven that environmental protection and a well-run business go hand in hand."
Barnstable County and the local fire departments carried out the inspections with funding from the EPA, the Massachusetts Department of Environmental Protection and the Massachusetts Department of Fire Services. The inspections served as part of a 10-year effort on the Cape to increase leak detection compliance, and to encourage the replacement of leak-prone bare steel tank systems with safer, double-wall tanks. The EPA is also working through the states to provide technical assistance and guidance to tank owners in helping them comply with the regulations.
The EPA is launching a leak detection campaign next month to identify underground storage tank owners that may not be as diligent as today's award winners. The EPA, along with its New England state counterparts, will be targetting bare steel tanks that have not complied with leak detection requirements, such as performing daily inventories and conducting annual tightness testing. Over the last two and a half years, the EPA has conducted more than 400 inspections of underground storage tanks in New England, issuing over 75 citations.
The final federal deadline for replacing or upgrading substandard underground storage tanks is December 1998. This requirement -- which was set in rule in 1988, and gave every UST owner 10 years to come in compliance -- will be not be extended by the EPA or the states. The hope is that these substandard undreground storage tanks will be pulled before they fail, and prevent them from being added to the over 10,000 releases already documented in New England.
