EPA ASKS REGISTRANTS TO PRIORITIZE PESTICIDE REGISTRATION APPLICATIONS
EPA has issued a Pesticide Registration Notice (PR 97-2) to the registrants of conventional pesticide products requesting the registrants to prioritize their top five pesticide registration applications by June 30. The notice requests that the ranking of the five priority applications be consistent with the goals and policies of the Office of Pesticide Programs (OPP) as outlined in the notice and includes applications for new chemical, new use, experimental use permits, non-fast track amendments (i.e., amendments that require special scientific review), and inert ingredient registration actions for conventional pesticides (biopesticide and antimicrobial pesticide applications are not covered by this notice). The following are the registration goals of the effort: ensure that the nation's food supply and production system continues to be safe and strive to make it safer; reduce the potential risks of pesticides to human health, especially to infants and children; reduce the potential risk of pesticides to the earth's ozone layer, groundwater, aquatic organisms and wildlife; increase the use of Integrated Pest Management practices; improve pest resistance management practices; and, reduce trade barriers, where consistent with U.S. health and environmental protection standards. To meet these goals
and the requirements of the Food Quality Protection Act, OPP will prioritize the registration actions for conventional pesticide action in the following order: methyl bromide alternatives (one of the highest priorities because this pesticide is to be phased out due to its potential impact on the ozone layer); reduced risk candidates; vulnerable crops as identified by EPA and the U.S. Department of Agriculture; minor use pesticides; and, addressing policy differences between the United States and other countries that may hinder trade. While pesticide registration productivity in OPP has increased in recent years, the gains are insufficient to offset the increased applications and requests, as well as the new requirements imposed by the Food Quality Protection Act of l996. Since all the registration applications cannot be addressed simultaneously, OPP believes it is important to address the highest priorities of the applicants in as efficient and equitable manner as possible.
