It has been six years since EPA, and the Departments of the Interior and Health and Human Services joined with counterpart Mexican federal agencies to implement the U.S.-Mexico Border XXI Program. Since then, significant progress has been made in addressing key environmental, health and natural resources needs of the U.S.- Mexico border region. Today, EPA released the “U.S.-Mexico Border XXI Program: Progress Report 1996–2001.” This report recounts some of the formidable challenges affecting border communities and natural areas and describes some of the effects that previously neglected environmental problems such as, unchecked industrial expansion and increases in the border population without commensurate increases in infrastructure have had on public health and sensitive ecosystems. In addition, the report details the activities of the nine binational Border XXI workgroups and provides performance results based on indicators used to measure the effectiveness of those efforts.
