PENNSYLVANIA WASTEWATER TREATMENT PLANT FINED $250,000
On Aug. l, in U.S. District Court for the Eastern District in Philadelphia, Pa., the city of Bethlehem, Pa., Wastewater Treatment Plant was fined $250,000 and ordered to install a new $250,000 sewer line. The city of Bethlehem was placed on three years probation; directed to perform an environmental audit of its sewage treatment plant; required to develop a regulatory compliance program; and ordered to strictly comply with its Clean Water Act water discharge permit by the court. The city previously pleaded guilty to violating its permit between July 1993 and April 1994 when an employee failed to test samples of wastewater discharged from the plant within the time limit required by the permit. They also failed to notify the state of Pennsylvania or EPA that the holding time requirement was being violated and falsely reported on its daily testing. The case was investigated by EPA’s Criminal Investigation Division.
