ST. LOUIS AUTOMOTIVE SHOP OWNER SENTENCED TO 37 MONTHS IN JAIL
Raymond Feldman of St. Louis, Mo., was sentenced on April 25 in the U. S. District Court in St. Louis, Mo., to 37 months in federal prison for his conviction on one felony count of the unlawful disposal of hazardous waste and one felony count of conspiring to unlawfully transport and dispose of hazardous waste in violation of the Resource Conservation and Recovery Act. In addition, Feldman must pay restitution in the amount of $40,000 to the Missouri Department of Natural Resources, $35,000 to EPA and up to an additional $90,000 for any further clean-up expenditures by either agency. The crimes occurred in May and June 1996 when Feldman, who owned Ray's Automotive in St. Louis, hired Jack Delmar Dunn and Pamela Naomi Fox to dispose of over 200 55-gallon drums and other containers of ignitable, lead-bearing hazardous paint wastes that Feldman had illegally stored in a lot next to his facility. Sixty-three of the drums were dumped along a levee road near the McKinley Bridge. The case was investigated by EPA's Criminal Investigation Division, the St. Louis Trash Task Force and the Missouri Department of Natural Resources.
