EPA ISSUES DRAFT GUIDELINES FOR $50 MILLION GRANT PROGRAM FOR RURAL AND DISADVANTAGED COMMUNITIES' WASTEWATER TREATMENT SYSTEMS
EPA has developed draft guidelines describing its plans to implement a new $50 million grant program to help rural and disadvantaged communities with fewer than 3,000 residents addressing their wastewater treatment needs. The "Hardship Grants Program for Rural Communities," was authorized by l996 congressional appropriations. Many small, rural communities have outdated or failing wastewater treatment systems but often lack the resources to improve service. Such communities can qualify for assistance if: its per capita income rate is lower than the national average; its unemployment rate exceeds the national average by one percentage point or more; the proposed project will improve public health or reduce environmental risk; and, without the assistance, the project would be unaffordable under established criteria. A "Notice of Availability" is expected to appear in the Federal Register next week. EPA will take public comments on the guidelines for 45 days.
