EPA Proposes Plan to Address Contamination at Horseshoe Road and Atlantic Resources Corporation Superfund Sites

(#040103A) NEW YORK, N.Y. -- The U.S. Environmental Protection Agency (EPA) is seeking community input on its plan to excavate and dispose of contaminated soil and debris, and to perform long-term groundwater monitoring at the Horseshoe Road and the adjoining Atlantic Resources Corporation (ARC) sites located in Sayreville, New Jersey. Soil and groundwater at the sites are contaminated with a variety of organic and inorganic compounds, including arsenic, polycyclic aromatic hydrocarbons, polychlorinated biphenyls, methoxychlor, 1,2-dichloroethane and trichloroethylene.

"Our goal is to remove sources of soil and groundwater contamination from both sites, and to ensure the long-term effectiveness of the cleanup," said EPA Regional Administrator Jane M. Kenny. "I encourage the public to review and comment on the proposed plan."

The Horseshoe Road site was listed on EPA's National Priorities List (NPL) in September 1995, and the ARC site was placed on the NPL in September 2002. The two sites are being cleaned up jointly in phases. In the first phase, completed in 2003, buildings and above-ground structures were demolished and disposed of. Recently, EPA completed an investigation of the nature, extent and source of contamination in the soil and ground water, and developed cleanup alternatives. The Agency's preferred cleanup is to excavate and dispose of approximately 62,000 cubic yards of contaminated soil and debris, and to monitor groundwater to determine if further actions are needed. The total cleanup costs for EPA's preferred alternative are approximately $21 million. A third phase will address sediments in an adjoining marsh and river.

EPA will explain the proposed plan and all of the alternatives at a public meeting at 7:00 p.m. on July 8th in the

The public comment period began on June 28th and will end on July 28th, 2004.
