PHILADELPHIA – PAM Management, Inc., the owner and operator of the Hickory Run Truck Plaza in White Haven, Carbon County, Pa., has settled alleged violations of federal regulations designed to prevent fuel leaks from underground storage tanks, the U.S. Environmental Protection Agency (EPA) announced today.

PAM has agreed to pay a $31,111 penalty to settle an EPA complaint alleging that the company failed to take certain precautions to detect fuel leaks from three 10,000-gallon gasoline underground storage tanks (UST) and two 20,000-gallon diesel USTs at its facility, which is located at Exit 41 of Interstate 80.

EPA cited the company for inadequate monitoring and non-functional leak detection monitors for its three 10,000 gallon gasoline storage tanks, and also for inadequate maintenance record keeping. The company has certified that it is now in compliance with UST regulations.

These alleged violations were documented during an August 22, 2001 EPA inspection, in responses to EPA information requests, and from a December 5, 2001 inspection by the Pennsylvania Department of Environmental Protection.

With millions of gallons of gasoline, oil, and other petroleum products stored in underground storage tanks throughout the U.S., leaking tanks are a major source of soil and groundwater contamination. EPA and state regulations are designed to reduce the risk of underground leaks and avoid the costs of major cleanups.

As part of the settlement, the company neither admitted nor denied the alleged violations.
