SUPERINTENDENT OF MISSOURI COMPANY INDICTED FOR VIOLATING THE CLEAN WATER ACT

Kenneth Bender of Festus, Mo., former Superintendent of Alliance Water Resources (AWR) of Columbia, Mo., was indicted on August 7, in U.S. District Court for the Eastern District of Missouri in St. Louis on charges that he violated the Clean Water Act. AWR contracted to operate wastewater treatment plants for the Northeast Public Sewer District in Jefferson County. In 1996, Bender allegedly ordered sludge to be discharged from facilities operated by AWR. Bender also allegedly signed and submitted false Discharge Monitoring Reports to the Missouri Department of Natural resources, and ordered AWR employees to use grading machinery to remove any evidence of sludge from the alleged illegal discharges. The case was investigated by EPA’s Criminal Investigation Division.
