ENVIRONMENTAL JUSTICE/NEPA GUIDANCE DOCUMENT AVAILABLE FOR PUBLIC COMMENT
EPA's Office of Federal Activities is announcing the availability of a draft guidance entitled, "Environmental Justice in EPA's NEPA Compliance Analysis." The National Environmental Policy Act (NEPA) requires all federal agencies to evaluate the environmental consequences of major federal actions. The February 1994 Executive Order 12898, "Federal Actions to Address Environmental Justice in Minority Populations and LowIncome Populations," requires all federal agencies to analyze the environmental effects of federal actions on minority and low-income communities, such as human health, economic and social effects. A presidential memorandum accompanying the Executive Order requires all federal agencies to design a strategy to incorporate environmental justice assessment into ongoing projects and all future planning. The draft NEPA guidance is available for review and public comment through Sept. 30.
