Kansas City Area EPA Executive Wins Presidential Rank Award

(Kansas City, Kan., Dec. 28, 2006) – An executive of the U.S. Environmental Protection Agency's Region 7 office in Kansas City, Kan., William A. "Art" Spratlin, has received the U.S. Presidential Rank Award for Meritorious Service. Spratlin and his wife, Karen, live in Overland Park, Kan.
    EPA Administrator Stephen L. Johnson in Washington said, "This is the highest level of performance recognition given to Senior Executive Service career members and involves a rigorous selection process including Presidential approval.

    "The award recipients exemplify the very best among the United States Civil Service – those men and women who have excelled in the fair and effective administration of our nation’s laws and who have set the highest standards of public service."

    Spratlin, who recently became director of Region 7's Water, Wetlands and Pesticides Division, has been with EPA for more than 35 years. He has been a member of the federal Senior Executive Service for 17 and was director of Region 7's Air, RCRA (Resource Conservation and Recovery Act) and Toxics Division for 20 years before his current assignment. Region 7 includes Iowa, Kansas, Missouri and Nebraska.

    Spratlin led Region 7 efforts to build coalitions that could agree on approaches to the new requirements of the Clean Air Act Amendments of 1990. His leadership and knowledge helped Kansas City become the first major metropolitan area in the country to attain the ozone standard.

    Spratlin was recently recognized by the international Air and Waste Management Association as a fellow member for his professional accomplishment and service to the association. He has won the EPA Gold and Silver medals and three Bronze medals and has been recognized by the Greater Kansas City Federal Executive Board as Professional Employee of the Year.
