OECA SOLICITS PUBLIC COMMENTS ON ENFORCEMENT
AND COMPLIANCE PROGRAM

The Office of Enforcement and Compliance Assurance (OECA) published a Federal Register Notice on March 2 soliciting comments by April 16 on how EPA can further protect and improve public health and the environment through new compliance and enforcement approaches. The Notice is a follow-up to a conference entitled “Protecting Public Health and the Environment Through Innovative Approaches to Compliance,” which was jointly hosted by EPA and the Vice President Gore’s National Partnership for Reinventing Government on Jan. 26 in Washington, D.C., and Feb. 3, in San Francisco, Calif. The purpose of the conference was to discuss the implementation of enforcement and compliance assurance programs over the past five years and to solicit ideas from a variety of stakeholders on the direction of compliance assurance efforts for the future. The conference participants included environmental and community groups, trade associations, small and large business representatives, academics, and federal, state, local and tribal representatives. They addressed key questions in four areas: compliance assistance; compliance incentives; information and accountability; and innovative approaches to enforcement. In addition to the ideas offered by the conference participants, OECA wants to obtain written comments from other stakeholders on the questions posed at the conference.
