RISK MANAGEMENT PROGRAM: IMPLEMENTATION GUIDANCE ISSUED
EPA released its “Risk Management Program Guidance for Implementing Agencies” that provides guidance to states and local governments on developing accidental release prevention programs under Section 112(r) of the Clean Air Act. The “Risk Management Program Guidance for Implementing Agencies” outlines a flexible approach to adopt the program that allows state or local governments to tailor the program to meet their needs, build upon existing health/safety programs and pursue a wide variety of implementation approaches. The regulations, which were finalized on June 20, 1996, require covered facilities to adopt a risk management program and submit a risk management plan (RMP) that outlines chemical and process hazards and accident prevention activities that have been undertaken. The guidance describes how implementing agencies can develop effective Section 112(r) programs by undertaking activities such as outreach, technical assistance, training, review of RMPs, audits of RMPs and inspection of risk management programs at facilities. This guidance provides detailed information to potential implementing agencies on setting up an effective risk management program.
