DEVIATE FROM HAZARDOUS WASTE STORAGE REQUIREMENTS
DEVIATE FROM HAZARDOUS WASTE STORAGE REQUIREMENTS
A new common sense approach has been reached for dealing with small amounts of hazardous waste generated in remote areas by utilities throughout New York. In an agreement under EPA’s Project XL, Resource Conservation and Recovery Act requirements will be modified to allow the utilities to store hazardous wastes from remote locations in a central collection facility for up to 90 days, prior to transfer to a treatment, storage and disposal facility which is often far removed from the source. The benefits of modifying the transfer requirement include less paperwork, reduced risk of accidental releases and a required reinvestment of one-third of the direct cost savings into new, environmentally beneficial projects. Public notice and a comment period will be provided for the community prior to the designation of each central collection facility. The final agreement for the XL project was signed by New York’s Department of Environmental Conservation and EPA on July 12. Project XL encourages the testing of cleaner, cheaper and smarter ways to attain environmental results superior to those achieved under current regulations and policies.
