EPA Removes Dutchess County Site From The Superfund List

(#05145) NEW YORK – The United States Environmental Protection Agency (EPA) has completed remedial cleanup work at the Jones Sanitation Superfund site in Hyde Park, New York, and has deleted the site from the National Priorities List (NPL) of hazardous waste sites. The site was placed on the NPL in July 1987, and will remain eligible for cleanup in the unlikely event that a change in site conditions would warrant such an action.

"The Jones Sanitation site once posed a threat to the surrounding community, but today it is another example of a Superfund success story in New York, said EPA Regional Administrator Alan J. Steinberg. "We have now controlled the contamination and the responsible parties have paid for the cleanup."

The Jones Sanitation site covers 57 acres and is approximately one-half mile northeast of the intersection of Crum Elbow Road and Cardinal Road in Hyde Park. Operations at the site included treating and disposing of industrial wastewater, as well as treating and disposing of septage from homes, businesses, institutions and industrial facilities. Starting in 1970, the New York State Department of Environmental Conservation and the Dutchess County Health Department began to sample soils, ground water, waterbodies and sediments located on the site, as well as off-site private and public wells. The sampling results showed that volatile organic compounds, semi-volatile organic compounds, polynuclear aromatic hydrocarbon compounds, polychlorinated biphenols and metals were present on the site, and EPA used this information in placing the site on the NPL.

In 1991, EPA entered into an agreement with Theodore Losee and Alfa-Laval, Inc. to perform a study of the nature and extent of the contamination at the site and the feasible alternatives for cleanup. This study led EPA to select a cleanup plan for the site in 1997, which called for excavating contaminated soils in outlying areas of the site and placing them in a central on-site disposal area, capping the central disposal area, controlling the site's future uses, and performing long-term monitoring of the ground water. Through a consent decree with EPA in 1997, Alfa-Laval, Inc. performed the design and construction work, recorded an environmental easement, and began the long-term monitoring and maintenance activities. EPA oversaw all activities performed by these parties, and the Agency will continue to monitor future work at the site.
