An innovative air pollution control method to reduce smog-forming emissions will be tested at the Andersen Co. windows manufacturing facility in Bayport, Minn. The project will serve as a model in testing an alternative to the current regulatory system in which permits must be reviewed for each production modification or addition to an emissions permit. Anderson will be able to make such changes without review, provided the company adheres to pre-determined limits approved by the state and EPA. The new approach provides for the production of each unit in an optimum environmentally efficient way and strong incentives for Anderson to continually lower its emissions. Anderson will shift from high-emission processes, like solvent-based wood preservatives, to lower-emission processes. The anticipated dividends include a dramatic decline in volatile organic compound smog-forming emissions, economically and environmentally beneficial recycling of components and a reduction in the use of virgin materials because of an increase in vinyl and wood fiber use during manufacturing. EPA, Andersen, the Minnesota Pollution Control Agency and Washington County signed the regulatory flexibility agreement developed under EPA’s Project XL on June 30. The goal of Project XL is to encourage the testing of cleaner, cheaper and smarter ways to attain environmental results superior to those achieved under current regulations and policies.
