     SAN FRANCISCO -- The U.S. Environmental Protection Agency released a report today on the San Diego Regional Water Quality Control Board that concludes the Board is administering the Clean Water Act+s regulation of  pollution discharges successfully, but recommends a few changes to meet all federal requirements fully.
