PROJECT XL AGREEMENT REACHED WITH UNITED EGG PRODUCERS TO BETTER CONTROL POULTRY WASTES

EPA has reached a comprehensive agreement with the United Egg Producers, a farmer cooperative representing egg producers nationwide, to improve water quality under the Clean Water Act by speeding up environmental protection permitting for nearly 350 egg-laying facilities nationwide. The agreement, reached under EPA’s Project XL program, calls for additional controls on odors, noise and other environmental problems that cannot be addressed under the current law. Under the agreement, the United Egg Producers will work with EPA regional offices and state agencies to bring their members into the permitting program to reduce discharges into waterways. Participants in the program will also be required to develop and implement multi-media environmental management systems to control a range of significant environmental impacts. The XL agreement also goes beyond the routine permitting process by requiring third-party audits of each facility’s environmental management system, plus providing for broad public participation and an extensive compliance program. The United Egg Producers have also committed to develop sound manure management plans over time that address water quality concerns. The agreement was reached under EPA’s Project XL
( “eXcellence and Leadership”), a program that encourages cleaner, cheaper and smarter ways to attain environmental results superior to those achieved under current regulations and policies. As of October, 48 XL pilot projects are underway. Additional information is available at: https://www.epa.gov/ProjectXL or from the Project XL information line at 202–260-5754.
