U.S. EPA TO HOLD PUBLIC HEARING ON REMEDIATION FACILITY AIR PERMIT

(San Francisco)--The U.S. Environmental Protection Agency (U.S. EPA) will hold a public hearing on a proposed permit that would establish federally enforceable air pollution emission limits and control requirements for a thermal soil remediation facility operated by Diversified Contractors Inc. on the Ak-Chin Indian Reservation near Maricopa, Arizona.
The hearing, at which U.S. EPA will listen to and record comments from members of the public, will be held at 6 p.m. Tuesday, November 12, 1996, at the Maricopa Unified School District cafeteria, 45012 W. Honeycutt Ave., in Maricopa. U.S. EPA staff will be on hand starting at 4:30 p.m. to provide information and answer questions about the proposed permit before the formal hearing.
The facility, which has been operating since March 1994 on the Ak-Chin Reservation 7.5 miles southeast of Maricopa adjacent to the Casa Grande Highway, already possesses a portable equipment air pollution control permit from the state of Arizona. However, because only federal permits have legal standing on tribal lands, Diversified Contractors has applied for a permit from U.S. EPA under Prevention of Significant Deterioration (PSD) requirements affecting areas that currently meet federal health standards for air quality.
The Diversified facility proposes to treat soil contaminated by gasoline, other petroleum products, and chlorine-containing compounds. The proposed air permit for the facility includes air pollution control equipment operation requirements, soil contamination level limitations, emission and operational limitations, and performance test and recordkeeping and reporting requirements.
