ON SENATE APPROPRIATIONS COMMITTEE MARKUP, FY 2001 BUDGET

“We are disappointed that the Senate committee voted against fully funding important public health and environmental protections recommended by the President. These numbers fall short of the amount necessary to address the challenge of global warming through the Administration's Climate Change Technology Initiative and would delay the cleanup of toxic waste sites that are being restored to communities at a record pace. By providing no funds for the President’s Great Lakes Initiative and the Clean Air Partnership Grants, we would be forced to halt new efforts to clean up the Great Lakes, the drinking water source for 25 million Americans and delay efforts to help local communities fight smog, air toxics and other pollutants. The committee also severely limited funding for the President’s initiative to build a strong environmental information system between EPA and the States. The committee’s vote constitutes a five percent cut to EPA's basic environmental and public health programs, which are the essential elements of the Agency's work on behalf of the American people. In addition, the Committee included nearly $200 million in earmarks. These earmarks re-direct needed funds for national programs to district- specific projects not requested by the President.

“Although this bill does not include anti-environmental riders, we continue to object to specific bill and report language in the House funding bill that would restrict our ability to protect public health and the environment. We urge Congress to reject any anti-environmental, special-interest riders -- including a House-passed rider imposing a gag order to stop EPA from providing air quality information to American communities – as the appropriations process moves forward.”
