EPA Cites Underground Storage Tank Violations at White Haven, Pa. Truck Plaza

PHILADELPHIA – The U.S. Environmental Protection Agency has cited PAM Management, Inc., the owner and operator of the Hickory Run Truck Plaza in White Haven, Pa., for violating regulations designed to prevent fuel leaks from underground storage tanks.

EPA seeks a $43,316 penalty for PAM’s alleged failure to take precautions to prevent and detect fuel leaks from three 10,000-gallon gasoline underground storage tanks and two 20,000-gallon diesel tanks at its facility, which is located at Exit 41 of Interstate 80.

Specifically, EPA cites the company for inadequate monitoring and non-functional leak detection monitors for its three 10,000-gallon gasoline tanks, and inadequate maintenance recordkeeping for all five tanks. EPA has ordered the company to comply with applicable leak detection requirements, or permanently close its underground storage tank system.

These alleged violations were documented during an August 22, 2001 EPA inspection, responses to followup EPA information requests, and a December 5, 2001 inspection by the Pennsylvania Department of Environmental Protection.

With millions of gallons of gasoline, oil, and other petroleum products stored in underground storage tanks throughout the U.S., leaking tanks are a major source of soil and groundwater contamination. EPA and state regulations are designed to reduce the risk of underground leaks, and avoid the costs of major cleanups.

The company has the right to a hearing to contest the alleged violations and proposed penalty.
