(Kansas City, Kan., Aug. 18, 2009) - Applications for brownfields assessment, revolving loan fund and cleanup grants from the U.S. Environmental Protection Agency are being accepted now through Oct. 16, 2009. These funds can be used for assessment and cleanup of brownfield sites, including those contaminated by hazardous substances, petroleum or both. Full guidelines for the grant competition are posted on the EPA Web site.
There are two significant changes in the guidelines for the new fiscal year 2010 grant cycle:
* Applicants for cleanup grants must own the sites that are the subject of their proposals at the time grant proposals are submitted.
* Current recipients of a Brownfields revolving loan fund cooperative agreement are not eligible to apply in the Fiscal Year 2010 competition. However, they may be eligible for supplemental revolving loan fund grants in early 2010.
AVAILABLE GRANTS: Available brownfields grants include:
Brownfields Assessment Grants (45 pp, 273K About PDF): (each funded up to $200,000 over three years; $1,000,000 for Assessment Coalitions) provide funding to inventory, characterize, assess, and conduct planning (including cleanup planning) and community involvement related to brownfield sites;
Brownfields Revolving Loan Fund (RLF) Grants (40 pp, 254K About PDF): (each funded up to $1,000,000 over five years) provide funding to capitalize a revolving fund and to make loans and provide subgrants to carry out cleanup activities at brownfield sites;
Brownfields Cleanup Grants (48 pp, 302K About PDF): (each funded up to $200,000 over three years) provide funding for a grant recipient to carry out cleanup activities at brownfield sites that are owned by the grant recipient.
WHO SHOULD APPLY: Individuals from local, state, and tribal governments; non-profits; coalitions; land clearance authorities; and quasi-governmental entities interested in a brownfields assessment, cleanup or a revolving loan fund grant are eligible to apply.
The Brownfields Program encourages cleanup and redevelopment of America’s estimated 450,000 brownfields sites. These grants will help to assess, cleanup and redevelop abandoned, contaminated properties. Brownfields are sites where expansion, redevelopment or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant. In addition, the Small Business Liability Relief and Brownfields Revitalization Act of 2002 expanded the definition of a brownfield to include mine-scarred lands or sites contaminated by petroleum or the manufacture of illegal drugs. Grant recipients are selected through a national competition.
