PROJECT XL AGREEMENT EXPLORES HAZARDOUS WASTE
FLEXIBILITY TO ENCOURAGE RECYCLING
On September 21, EPA signed a Project XL agreement with the US Filter Recovery Systems (USFRS), a commercial hazardous waste treatment and recovery facility in the Minneapolis/St. Paul metropolitan area. Project XL, which stands for eXcellence and Leadership, is an EPA initiative that tests innovative ways of achieving better and more cost-effective public health and environmental protection. Through Project XL,
USFRS will test an alternative method for managing wastes that will encourage USFRS’s customers to recycle their waste streams rather than disposing of them in a landfill or by discharge to local publicly owned treatment facilities and the Mississippi River. Approved USFRS customers will use an ion exchange canister that causes the metals in the wastewater to adhere to the resin material in the canister, yielding wastewater that is free of metal contaminants and that can be reused in the customers’ process lines. The resulting metal sludge will be sent to a recovery facility. USFRS is seeking flexibility from Resource Conservation and Recovery Act (RCRA) regulations because the resin in the ion exchange canister would be considered a hazardous waste when the canister is used in electroplating or similar operations. With flexibility from RCRA regulations, USFRS’s customers will reduce the costs associated with energy consumption, water use and treatment, record-keeping, manifesting and transportation of these wastes.
