FOUR IN MISSOURI CHARGED WITH
ILLEGAL DISPOSAL OF LAB WASTE
William Wayne Parsley of Eureka, Mo.; Clifford Carlton Dorner of St. Louis County, Mo; Markus Levis Mancel of Quilan, Mo.; and Mark Anthony Dorner of St. Louis County, Mo; were each indicted on Aug. 24 in U.S. District Court for the Eastern District of Missouri in St. Louis with two counts of violating the Resource Conservation and Recovery Act by illegally disposing of clandestine drug lab wastes. The four defendants were
also charged with illegally manufacturing methamphetamine. The illegal disposal allegedly took place in a rural field located south of Jim Weber Road in Jefferson County, Mo. Clandestine drug lab wastes represent a serious threat to public safety and the environment because of their corrosive, ignitable and explosive nature. If convicted on all counts, the defendants charged with RCRA violations face up to 10 years in prison and/or fines of up to $250,000. If convicted on all drug manufacturing counts, each of the defendants faces from 10 years to life in prison and/or fines of up to $4 million. The case was investigated by EPA’s Criminal Investigation Division, the FBI, the Drug Enforcement Administration, the U.S. Immigration and Naturalization Service, the Missouri State Highway Patrol, the Jefferson County Sheriff’s Department, the St. Louis County Police Department, the Franklin County Sheriff’s Department, and the St. Louis Metropolitan Police Department. The case is being prosecuted by the U.S. Attorney’s Office for the Eastern District of Missouri.
