EPA GUIDANCE FOR HIGH PRODUCTION VOLUME
CHEMICAL CHALLENGE PROGRAM


To continue the Vice President’s Earth Day announcement to inform the public about toxic chemicals in the environment, EPA is making available five guidance documents to assist chemical companies in responding to Administrator Carol M. Browner’s invitation to participate in the High Production Volume (HPV) Challenge Program. This voluntary effort will make basic screening-level toxicity information available to the public on all of the chemicals manufactured in or imported into the United States in amounts over one million pounds per year. The following five documents will help companies in preparing their commitments to the HPV Challenge: Guidance for Assessing Adequacy of Existing Data; Guidance for Development of Chemical Categories in the HPV Challenge Program; Guidance for Testing Closed System Intermediates for the HPV Challenge Program; Procedures For Removing Chemicals that are No Longer HPV and are Not Likely to Become HPV Again from the HPV List; and, Guidance for “What To Test” for the HPV Challenge. Companies are encouraged to identify the HPV chemicals they will sponsor by March 15, 1999. Chemicals sponsored by that date will not be included in the proposed HPV Test Rule, which is expected to be published in the Spring. After the proposed rule is published, companies will still have the ability to sponsor chemicals until Dec. 1, 1999. All HPV chemicals not sponsored by that date will be subject to testing under the Final Test Rule, which is expected to be published by Dec. 31, 1999.
