On Sept. 17, the Blue Ribbon Panel, appointed by EPA Administrator Carol M. Browner to investigate concerns about reformulated gasoline, MTBE and other oxygenates, released its final report entitled: “Achieving Clean Air and Clean Water: The Report of the Blue Ribbon Panel on Oxygenates in Gasoline.” After six months of meeting and deliberations, the panel’s final recommendations include a comprehensive set of improvements to the nation’s water protection programs, including over 20 specific actions to enhance Underground Storage Tanks, Safe Drinking Water, and private well protection programs. The panel also recommended a substantial reduction in the use of MTBE in gasoline; a lifting of the current Clean Air Act requirement that two percent of reformulated gasoline by weight consist of oxygen and the implementation of mechanisms to ensure that there is no loss of current air quality benefits.
