U.S. EPA AND STATE OF CALIFORNIA SETTLE ENFORCEMENT ACTIONS AGAINST LOS ANGELES AND BURBANK

     SAN FRANCISCO -- The U.S. Environmental Protection Agency announced today the settlement of enforcement actions against the City of Los Angeles and the City of Burbank for deficiencies in the regulation of industrial waste discharges to their sewer systems in the late 1980's.

     The City of Los Angeles has agreed to implement three environmental improvement programs worth over $15,000,000.  These include diversion of dry weather flows from storm drains to the Hyperion Treatment Plant, construction of a  water line to deliver reclaimed water to new customers in western Los Angeles, and an outreach program to extend the household hazardous waste pickup program to the Korean community.  Los Angeles will also be paying a $118,000 penalty to the United States and performing projects worth at least $118,000 at the direction of the Regional Water Quality Control Board.  All of these projects have been initiated.

     The City of Burbank has agreed to construct an advanced wastewater treatment system at the Burbank Water Reclamation Plant worth over $2,000,000.  Burbank will also be paying a $68,500 penalty to the United States and performing projects worth at least $68,500 at the direction of the Regional Water Quality Control Board.

     Both cities implemented significant improvements to their industrial pretreatment programs in the early 1990's.  EPA is now satisfied with their strong and successful pretreatment programs.
