EPA DECIDES NOT TO LIST 14 SPENT SOLVENTS AS HAZARDOUS
EPA is proposing not to amend the regulations for hazardous waste management under the Resource Conservation and Recovery Act (RCRA). EPA is proposing not to list wastes from the use of the following 14 solvents as hazardous waste: acetonitrile; benzyl chloride; cumene; cyclohexanol; 1,4-dichlorobenzene; epichlorohydrin; ethylene dibromide; 2-ethoxyethanol acetate; furfural; isophorone; 2- methoxyethanol; 2-methoxyethanol acetate; methyl chloride; and phenol. This proposal is not a determination that these chemicals are nontoxic, but is a determination only regarding the need for adding these specific wastes to the listing regulations. The vast majority of concentrated solvent wastes generated is already regulated as RCRA hazardous waste. Thus, the management and disposal of most of the solvent wastes of concern are stringently regulated, and EPA's listing evaluation did not show a substantial level of risk to human health or the environment from the current management of spent solvent wastes. EPA also determined that a number of these chemicals are not commonly used as solvents, or have only specialized uses.
