CHARGES FILED FOR THE ILLEGAL STORAGE AND DISPOSAL
OF PCB CONTAMINATED FLUIDS
On Sept. 29, federal criminal charges were filed against Roger Fredrick in U.S. District Court for the Western District of Washington in Seattle, alleging the illegal storage and disposal of PCB (polychlorinated biphenyl) contaminated fluid in violation of the Toxic Substance Control Act. In March, Fredrick, a scrap metal dealer, admitted to salvaging seven electrical transformers that had been stored in a warehouse following a fire. Fourteen 55-gallon drums of PCB contaminated oil were collected by Frederick from the transformers. During the collection, a significant amount of PCB fluids were spilled on the ground necessitating a government-funded clean-up. In April, four of the drums were located at a warehouse and the other ten were located in an abandoned truck. The case was investigated by EPA’s Criminal Investigation Division and the Washington State Department of Ecology.
