MONACA BOROUGH TO PAY $18,000 TO SETTLE COMPLAINT

MONACA, Pa. -- The U.S. Environmental Protection Agency today announced that Monaca Borough has agreed to pay a $18,000 penalty to settle alleged Clean Water Act violations at the borough’s wastewater treatment plant.
According to an administrative complaint that EPA issued Sept. 30, 1998, Monaca violated its pre-treatment responsibilities under the Clean Water Act. The law requires publicly-owned wastewater treatment plants to enforce permits limiting the pollutants that industrial users can discharge to the plants. These permit limits are designed to avoid overburdening the plant’s capacity.
EPA alleged that Monaca’s pre-treatment program lacked several elements:
- The borough did not have a current evaluation of how much pollution it could accept.
- It issued incomplete permits to their three significant industrial users.
- It failed to comply with monitoring and reporting requirements.
- It did not effectively implement its enforcement response plan.
The borough has neither admitted nor denied liability in the settlement documents, but has certified that it is now in compliance with the applicable provisions of the Clean Water Act.
