EPA AND OKLAHOMA SIGN AGREEMENT CONCERNING
EPA and Oklahoma signed a memorandum of agreement (MOA) on April 20 concerning the Oklahoma state voluntary cleanup program. The MOA defines the roles and responsibilities of EPA Region 6 and the Oklahoma Department of Environmental Quality (ODEQ). The MOA describes those sites where EPA Region 6 does not plan nor anticipate taking Federal response actions under the Comprehensive Environmental Response, Compensation and Liability Act, nor under certain sections of the Resource Conservation and Recovery Act. By outlining the coordinated approach which EPA and the ODEQ will use to address sites and avoid duplication of effort, this MOA will help ensure site cleanups continue in a timely fashion. This agreement is also expected to help revitalize contaminated properties and properties perceived to be contaminated (often called brownfields). This MOA is intended to make it less difficult for EPA and Oklahoma to address regulatory impediments to financing, transferring and cleaning up these properties. EPA currently has 11 other MOAs with states concerning their state voluntary cleanup programs, including: Illinois, Minnesota, Wisconsin, Indiana, Colorado, Michigan, Texas, Missouri, Delaware, Maryland and Rhode Island.
