The Air Quality Management Subcommittee was created under the Clean Air Act Advisory Committee (CAAAC), which was originally established on November 19, 1990 in accordance with the requirements of the Federal Advisory Committee Act. The purpose of the Subcommittee was to assess and develop recommendations for long-term changes to the air quality management system based on recommendations made by the National Research Council of the National Academies’ 2004 report, Air Quality Management in the United States.
The AQM Subcommittee was comprised of representatives from EPA, state and local agencies, tribes, industry, and environmental and research organizations.

The Work Group's Phase 1 report was delivered by the CAAAC to EPA in January 2005.
