Yes. As in other EPA programs, contractors would need to set up their own accounts in EPA’s Central Data Exchange. However, an official of the owner or operator with the relevant legal authority would need to sign an attestation when submitting the report, as described in the regulatory text at 40 CFR 60.5371b(e).
