Abstract:
This report examines the ramifications of different levels of emissions trading in the context of two representative electric utility sulfur dioxide emission reduction proposals designed to control acid rain, and in the absence of any new control program. The two emission reduction proposals examined are S-316 (a bill introduced by Senator William Proxmire) and a 30 year/1.2 pound proposal.
