Stakeholder Process for Natural Gas and Petroleum Systems in the 1990-2023 Inventory
It is EPA's standard process to update the Inventory of U.S. Greenhouse Gas Emissions and Sinks (GHG Inventory) when relevant new and improved data are available.
EPA will be holding stakeholder webinars on updates under consideration for the 1990-2023 GHG Inventory (to be released in April 2025). Information for each webinar will be posted here as they are scheduled.
2025 GHG Inventory Public Review Draft -- Petroleum and Natural Gas Information
EPA is seeking public comment on the annual “Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990-2023” draft report per federal register notice (FRL-9448-04-OAR, FR Doc. 2024-31058). The draft report will be uploaded to public docket EPA-HQ-OAR-2024-0591 between January 15 and February 13, 2025. Public comments are due by March 17, 2025.
The natural gas systems, petroleum systems, and abandoned oil and gas wells methodology annexes for the draft 1990-2023 GHG Inventory will also be uploaded to public docket EPA-HQ-OAR-2024-0591 between January 15 and February 13, 2025. The three annexes are:
- Annex 3.5: Methodology for Estimating CH4, CO2, and N2O Emissions from Petroleum Systems
- Annex 3.6: Methodology for Estimating CH4, CO2, and N2O Emissions from Natural Gas Systems
- Methodology for Estimating CH4 and CO2 Emissions from Abandoned Oil and Gas Wells
