Program Activities
The Great Lakes Coastal Wetland Monitoring Program (GLCWMP) monitors the status of and trends in the water quality and wildlife community health by sampling a rotating selection of Great Lakes wetlands locations in each of the Great Lakes during each year. These are the components of the GLCWMP:
Base Monitoring Program
Field survey and sample collection
Applicants are expected to collect necessary data to assess conditions for the following indicators:
- Water quality
- Anurans (frogs and toads)
- Benthic macroinvertebrates
- Fish
- Vegetation
- Birds
Data Management, Interpretation, Statistical Analysis, Reporting and Quality Assurance/Quality Control
Applicants are expected to manage data generated through sample collection and submit to EPA.
Applicants are expected to interpret data through statistical analysis and report findings to EPA, publish in peer-reviewed venues and contribute to annual GLCWMP technical reports.
Any data generated pursuant to this cooperative agreement, if awarded, will be provided to EPA.
Applicants are expected to develop, implement and maintain a Quality Assurance Project Plan (QAPP).
Other Activities
Applicants may also propose additional special studies and/or enhancements to the long-term monitoring program to inform decisions related to coastal wetland restoration and or protection, as well as to assess wetland areas of local or regional interest and significance that are not part of the base design.
Applicants must specify in their application the process by which additional coastal wetland sites/studies will be identified and incorporated into the monitoring program while not comprising overall study objectives and data quality.
Proposed studies can include development of improvements to field sampling methods or standard operating procedures. Special studies can also be proposed to address applied research questions.
Funding / Awards
Under this competition, approximately $10 million may be awarded for one cooperative agreement over a five-year period, consisting of incremental funding of about $2 million per year. Proposed projects must be limited to the specified project duration of five years. All incrementally funded awards will be subject to the availability of funding, future appropriations, satisfactory performance of work, and other applicable considerations.

- Nonfederal governmental entities, including:
- state agencies,
- interstate agencies,
- federally recognized Indian tribes and tribal organizations,
- local governments,
- institutions of higher learning (i.e., colleges and universities), and
- non-profit organizations as defined in 2 C.F.R. § 200
- The following are not eligible:
- Individuals,
- foreign organizations and governments,
- nonprofit organizations exempt from taxation under Section 501(c)(4) of the Internal Revenue Code that engage in lobbying, and
- “for-profit” organizations
