If we believe, based on our knowledge of the on-the-ground relevant issues and solutions, that there is *not* a possibility that project subrecipients will apply to achieve one or more GLRI Action Plan III Action, then should we exclude those MOP in our application? For example, if we know hypothetically that there are no aquatic connectivity opportunities in environmental justice communities, should we then exclude the aquatic connectivity MOP from our application?

The table in section I.F. identifies the recommended applicable measures of progress from GLRI Action Plan III to consider for an application. An application may consider one, some or all of these measures of progress.
