Is there guidance on how much to ask for if PRs don't use the grant funds and is that an issue?

The expectation is that PRs will have knowledge of the community/communities they are looking to serve and will generally understand the budget required to undertake their proposed project(s). EPA will be funding these cooperative agreements with incremental funding. This means that if a PR comes in for and is awarded $20 million, a portion of that total funding will be made available every year. Funding for this award is contingent upon the availability of appropriated funds, EPA funding priorities, and satisfactory progress in carrying out the activities described in the scope of work.
