Cleanup Status
Note: The EPA is the lead agency for managing cleanups at this facility.
The five Areas Of Concern (AOC’s) at the site include: groundwater contamination from the wastewater treatment lagoons and impoundments, a spill from the sludge roll-off, a spill of heat transfer fluid, a release of Benzoic Acid, and leaking of hydrogen peroxide from a tank.
The US EPA Region 3 and the MDE will decide if additional information or sampling at the facility is required to determine whether the environmental indicators have been met or if further corrective action is required at the facility.
On May 15, 2017 EPA issued a Corrective Action Final Decision . EPA's proposed remedy for the Facility consists of the following components: 1) natural attenuation 2) performance and maintenance of a groundwater monitoring program; and 2) compliance with and maintenance of existing Institutional Controls (ICs) that restrict certain land and groundwater uses at the Facility.
On January 5, 2021, the EPA conducted a Long Term Stewardship assessment to assess whether the remedy was implemented and protective of human health and the environment. EPA determined that the remedy institutional and engineering controls have been fully implemented and no control deficiencies were identified.
Cleanup Actions or environmental indicators characterizing the entire facility are shown below. It is not intended as an extensive list of milestones/activities. This listing, and all the data on this page, come from EPA’s RCRAInfo and are refreshed nightly to this page. For this table and the Cleanup Activities Pertaining to a Portion of the Facility table that follows, a blank in the Status column could mean the action either has not occurred or has not been reported in RCRAInfo.

Facility Description

The facility opened in 1959 by the Lehigh Chemical Company.
The facility currently (as of June 3, 2010) operates and generates hazardous waste which includes spent solvents from the lab, self-manufactured fuel, toluene waste, phthalic anhydride, and phthalate esteer filter cake and API separator sludge.
The 12 different solid waste management units are: former sludge drying areas (two), a sludge roll-off area, a filter cake roll-off, a hazardous waste storage area, a satellite accumulation area, a parts cleaners area, trash compactor, a universal waste area, a wastewater treatment lagoons and impoundments, a wastewater treatment system, and a former separation pond.
Results from the remedial action are documented in the Closure Report dated January 15, 2007, and submitted to the Maryland Department of the Environment.
Contaminants at this Facility
Of the five AOC’s, only the groundwater contamination from the wastewater treatment lagoons and impoundments released hazardous materials into the environment.
Institutional and Engineering Controls at this Facility
Institutional controls consist of following components: 1) natural attenuation 2) performance and maintenance of a groundwater monitoring program; and 2) compliance with and maintenance of existing Institutional Controls (ICs) that restrict certain land and groundwater uses at the Facility.
Institutional and Engineering Controls help ensure human exposure and groundwater migration are under control at a cleanup facility. Where control types have been reported by states and EPA in EPA’s RCRAInfo, they are shown below. Not all control types are needed at all facilities, and some facilities do not require any controls. Where there are blanks, the control types may not be needed, may not be in place, or may not be reported in RCRAInfo.
