Cleanup Activities
EPA has determined that the maintenance of the concrete and asphalt caps and the compliance with land and groundwater use restrictions in place will be the Final Remedy for the New Castle Industries facility located at 925 Industrial Street, New Castle, Pennsylvania 16101 (Facility). This determination is based on EPA’s findings as detailed in the Statement of Basis (SB).
Environmental Covenants are required under Pennsylvania Law for remediated facilities that require land use restrictions and are being relied upon by EPA’s Corrective Action program to implement the proposed remedy. Pennsylvania Department of Environmental Protection (PADEP) has approved an Environmental Covenant prepared under UECA which sets forth the following land and groundwater use restrictions and inspection requirements:
- Restrict Facility property to non-residential use.
- Inspect and maintain concrete and asphalt caps and provide written notification annually to PADEP upon completion of inspection.
- Future building renovations at the Facility property must utilize slab-on-grade construction. No structures will extend to a depth below the seasonal high water table.
- Prohibit installation of water supply wells on the Facility property and groundwater use for any purpose.
The Facility owner recorded the Environmental Covenant for the Facility with the County of Lawrence Recorder of Deeds on June 4, 2012. The Facility owner also has responsibility for the continued implementation of its Post-Remedial Care Plan.
Based on the Administrative Record compiled for the Corrective Action at the New Castle facility, EPA has determined that the Final Remedy selected is protective of human health and the environment.

The facility is located in Lawrence County, Pennsylvania. The facility is a manufacturing facility involved in the fabrication, machining, and plating of steel for use in the plastics and paper industries. One manufacturing building and one small office building are located on the site, which is bordered on all sides by a six-foot high chain link fence. Access is obtained to the property by Industrial Street, through a gate. The site has been used by Ampco-Pittsburgh and Union Electric to fabricate, machine, and chrome-plate steel rollers since 1961.
Antimony, arsenic, hexavalent chromium, lead, and zinc were found to exceed the Act 2 Medium Specific Concentrations (MSC’s) for non-residential soils in a small number of samples. Twelve permanent wells and two temporary wells were sampled for Volatile Organic Compounds (VOC’s), Semi-volatile Organic Compounds (SVOC’s), and metals. Antimony, boron, and total chromium (primarily present as hexavalent chromium) were found to exceed the Act 2 MSC’s for non-residential groundwater in a number of samples.
Institutional and Engineering Controls at this Facility
Institutional Controls are implemented with an Environmental Covenant:
- Prohibit the use of groundwater for any use.
- Limit the property to commercial use.
- Only slab grade construction is allowed.
- Capped areas consist of the 100' x 26' area outside of the current building (2012) and also the plating area.
- Environmental covenant compliance reports are due from owners each January.
