Cleanup Status
Note: The EPA is the lead agency for managing cleanups at this facility.
On January 12, 2012, EPA determined that no unacceptable human exposure to contamination and migration of groundwater contamination was under control at the site.
In March 2015, the facility have completed the RCRA corrective action requirements and a Statement of Basis has been completed and a public notice has been issued by EPA. The Agency has determined, based on available information, that there are no unaddressed releases of hazardous waste or hazardous constituents from the facility. Therefore, no further investigation or remediation is required.
Cleanup Background
EPA, in conjunction with the Pennsylvania Department of Environmental Protection (PADEP), performed soil sampling activities at the Site on June 13 and 14, 2012. Soil samples were collected from directly beneath the concrete floor of the facility building and were biased toward areas of the facility that had the greatest potential for contamination as a result of former Site operations. All of the soil samples were analyzed for RCRA-8 metals, hexavalent chromium and cyanide. The soil analytical results were compared against EPA’s November 2012 industrial Risk Screening Levels (RSLs) and PADEP’s Land Recycling Program non-residential medium-specific concentrations (MSCs) for direct contact. In addition, the soil analytical results were compared against EPA and PADEP’s soil-to-groundwater screening levels.
None of the constituents of concern were detected at concentrations above EPA’s industrial RLSs or PADEP’s non-residential MSCs for direct contact. However, cadmium and lead were both detected in two samples at concentrations above EPA and PADEP’s soil-to-groundwater screening levels. EPA is currently working with PADEP and the Site owner to coordinate a second sampling event for the collection of shallow groundwater samples to evaluate the condition of the groundwater beneath the Site.
On April 26, 2011, Michael Jr. Baker, Inc. conducted an Environmental Inspection (EI) of the former Monach Circuits Industries, Inc. facility (Monach or Facility), on behalf of EPA. The findings of the EI Inspection are documented in a September 2011, EI Inspection Report, prepared by Baker, for Monach Circuit Industries, Inc. (EPA ID No. PAD980552145). Also presented in the EI Inspection Report is a summary of the information reviewed by Baker in preparation for the EI Inspection, including records maintained by the Pennsylvania Department of Environmental Protection (PADEP) and EPA.

The Site is located at 1418 Hanford Street in Bristol Township, Bucks County, Pennsylvania and covers approximately 0.25-acres. The Site was purchased by Tlapan Investments from Vanni and Midora Construction Company on January 28, 1980. Monach leased the Site from Tlapan Investments between 1980 and 1982 and used the facility building for chemical storage. Chemicals stored at the Site included raw chemicals and waste chemicals used and generated from the production of circuit boards by another Monach facility located at 2210 Farragut Avenue in Bristol, Pennsylvania. In October 1982, Monach filed for bankruptcy and the Hanford Street Facility was closed.
From 1982 to 1984, the Facility remained vacant. On June 11, 1984, Robert Monach, Sr., Gerald Monach and Richard Jones, III purchased the Site from Tlapan Investments. In 1984, the Site was leased to the former Rapid Circuits Industries (Rapid Circuits) facility for the manufacture of circuit boards. Operations conducted by Rapid Circuits included screening, painting, cleaning, electroplating, and wastewater treatment. On December 14, 1988, Robert Monach, Sr., purchased the Site from Gerald Monach and Richard Jones, III, and continued to lease the facility building to Rapid Circuits. In 1989, Rapid Circuits transferred its entire circuit board operation to one of its other facilities located at 6401 McPherson Avenue in Levittown, Pennsylvania. In March 1995, Robert Monach, Sr. sold the Site to the current owner and operator, Thomas Woods of Ivey Air, Inc. (Ivey Air), a sheet metal and air condition contractor.
