Cleanup Status
Note: The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.
In December 2018, the facility's Hazardous Waste Management Permit was modified to incorporate a final remedy detailed in a Statement of Basis dated October 31, 2016 and developed by the Virginia Department of Environmental Quality (VDEQ) and EPA. The final remedy required the facility to continue In-Situ Chemical Oxidation (ISCO) application to treat groundwater, perform long term groundwater monitoring, and the maintenance of certain property mechanisms known as Institutional Controls (ICs) and Engineering Controls (ECs). The modified Permit became effective on December 17, 2018 and represents Remedy Selection and Remedy Construction Complete determinations in accordance with the Corrective Action process.
On September 16, 2015, the VDEQ conducted a Long Term Stewardship assessment to assess whether the remedy was implemented and protective of human health and the environment. VDEQ determined that the remedy institutional and engineering controls have been fully implemented and no control deficiencies were identified.

Federal-Mogul Corporation (Federal-Mogul) consists of an approximately 400,000 square-foot break-lining manufacturing facility consisting of a building and several smaller structures. The plant is bounded by CSX Railroad property on the west and Pleasant Valley Road on the east.
Brake pads and brake components were manufactured at the facility since 1947. Until 1988, lead and asbestos was used in the manufacturing process. Hazardous waste from the process was managed in surface impoundments and a waste pile, which were closed in the 1980’s pursuant to RCRA requirements and which are subject to the post-closure care requirements set forth in the current RCRA Post-Closure Permit.
Contaminants at this Facility
The primary constituent of concern is TCE in groundwater at AOC-1. Additional constituents of concern include lead and asbestos in soil at AOC-2.
Institutional and Engineering Controls at this Facility
A Deed Notice is in place identifying the locations and boundaries of the contaminants remaining in place at closed hazardous waste landfills and SWMU #5. The land use restrictions for these areas prohibit residential use. In addition, excavation and disturbance of these identified areas is prohibited.
A site-wide groundwater use restriction is imposed by the Facility’s RCRA permit, along with a requirement for vapor mitigation measures in occupied structures.
Existing engineering controls consist of RCRA caps and asphalt cover at the closed RCRA landfills and SWMU #5.
