Cleanup Status
Note: The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.
On September 26, 2013, Univar USA Inc. (Facility) achieved construction completion of its final remedy for its site located in Martinsville, Virginia. The Facility’s Hazardous Waste Management Permit was modified to incorporate a final remedy detailed in a Statement of Basis developed by the Virginia Department of Environmental Quality (VADEQ). The Statement of Basis and Permit modifications underwent a 60-day public comment period during which a public meeting was conducted. No comments were received by the Department. The modified Permit became effective on September 26, 2013, and represents Remedy Selection and Remedy Construction Complete determinations in accordance with the Corrective Action process.
The final remedy requires the operation and maintenance of an aerobic bioremediation enhancement system, a soil vapor extraction system, and recovery of light non aqueous phase liquid (LNAPL). The facility will also continue a groundwater monitoring program and will maintain groundwater and land use restrictions known as institutional controls that will prevent current and potential future exposure to soil and groundwater contamination.
These controls were implemented through an environmental covenant pursuant to the Virginia Uniform Environmental Covenants Act (UECA) that was recorded with the deed for the Facility on August 5, 2015.
A Long Term Stewardship Inspection was conducted in July 2018 . VADEQ determined that the remedy institutional and engineering controls have been fully implemented and no control deficiencies were identified.

The Prillaman Chemical Corporation operated a chemical distribution and solvent recycling, blending, and processing operation at the facility site since it was originally established in 1947 until the sale of the facility in 2001. On November 1, 2001, Prillaman Chemical Corporation was sold to Vopak USA, Inc. On July 1, 2002, the Vopak USA, Inc. facility name was changed to Univar USA Inc., the current operator and owner of the facility under the Permit. No known industrial usage occurred at this property prior to 1947.
The area surrounding the facility is zoned light industrial/residential. The facility is bordered to the north and east by a forested area. The nearest residential area is north of the facility site and approximately 300 feet from the northern property line.
The City of Martinsville supplies water and sewer services to the industrial and residential area near the Univar facility. Martinsville’s water is supplied by a city reservoir located approximately 3.5 miles northwest of the facility. No drinking water supplies are known to exist.
Contaminants at this Facility
The main chemicals identified at the facility include: chlorinated solvents (trichloroethane, methylene chloride, trichloroethene, tetrachloroethene, and their related degradation products), solvents (acetone, alcohols, ketones, ethylbenzene, toluene, xylene, and benzene), and methane.
Institutional and Engineering Controls at this Facility
Institutional controls to be utilized at the site require land and groundwater use restrictions including prohibiting the site for residential use, prohibit potable use of groundwater and restrict excavation except in conformance with the materials management plan. These controls were implemented through an environmental covenant pursuant to the Virginia Uniform Environmental Covenants Act (UECA) that was recorded with the deed for the Facility on August 5, 2015.
