Cleanup Status
The Boeing Plant 2 facility is being cleaned up because hazardous wastes resulting from airplane parts manufacturing dating back to the 1930s have been found in soil and groundwater in certain upland areas.
Corrective action activities at this facility are being conducted by The Boeing Company (Boeing) under the Resource Conservation and Recovery Act (RCRA) pursuant to an administrative order on consent with EPA (see "Site Documents" below).
The in-waterway sediment at the facility was cleaned up and habitat restoration completed in 2015. Boeing continues to monitor the quality of the sediment as required by the post-construction monitoring plan. In the upland area of the facility, Boeing has completed several interim soil cleanups and installed stormwater treatment systems to prevent contaminants from entering the Lower Duwamish Waterway. In July 2022, EPA issued the Final Corrective Action Decision for the remaining uplands areas of the facility. The corrective measures required by this decision will address soil and groundwater contaminated with metals, solvents, PCBs, and other contamination. Corrective measures will include dechlorination, excavation, and more, and will take several years to complete. In addition to cleanup technologies, long- and short-term groundwater monitoring as well as engineering and institutional controls will be used to ensure protection of human health and the environment.

The Boeing Plant 2 facility is located on the east bank of the Lower Duwamish Waterway at 7755 East Marginal Way South in Seattle and Tukwila, Washington. It occupies approximately 107 acres of industrial, topographically flat land covered by buildings and paved areas. Most buildings are slab-on-grade with utilities below-grade.
The uplands portion of Plant 2 is divided into northern and southern sections by an arterial road, 16th Avenue South, which services the 16th Ave South Bridge, also known as the South Park Bridge, which spans the Lower Duwamish Waterway.
The facility historically has specialized in manufacturing aluminum alloy, steel alloy, and titanium alloy parts for airplanes. Plant 2 was built on farmland in the late 1930s and became a significant manufacturing facility during World War II. Major aircraft manufacturing continued until the late 1960s, with significant related manufacturing activities thereafter until the late 1990s. More recently, Plant 2 has shifted to only limited manufacturing in the 2-10 Building to support research and development.
Contaminants at this Facility
PCBs were released at Boeing Plant 2 and migrated into the adjacent Lower Duwamish Waterway. A wide range of other hazardous constituents, including metals, cyanide, petroleum products, and chlorinated solvents, are found in soil and groundwater at the facility.
Institutional and Engineering Controls at this Facility
Engineering controls include pavement or buildings over the entire facility, except for the unpaved shoreline area, to reduce infiltration and prevent direct contact with underlying soils. Institutional controls will include restrictive covenants and a pavement and subsurface management plan that will ensure that the selected remedies remain protective during routine non-cleanup-related construction activities.
