History
On July 17, 2002, EPA published a final rule that amended the SPCC regulations (67 FR 47042)(111 pp, 673 K, About PDF), which became effective on August 16, 2002. The final rule included compliance dates in §112.3 for preparing, amending, and implementing SPCC Plans. The original compliance dates were amended on:
- January 9, 2003 (68 FR 1348)(4 pp, 168 K, About PDF),
- April 17, 2003 (68 FR 18890)(5 pp, 179 K, About PDF),
- August 11, 2004 (69 FR 48794)(6 pp, 169 K, About PDF),
- February 17, 2006 (71 FR 8462)(6 pp, 166 K, About PDF),
- May 16, 2007 (72 FR 27443)(6 pp, 196 K, About PDF),
- June 19, 2009 (74 FR 29136)(7 pp, 156 K, About PDF), and

These extensions provided additional time for:
- the regulated community to understand the previous SPCC rule amendments in 2002 and 2009,

- and alleviated the need for individual extension requests.
