Public Notice: EPA Seeks Comment on the Preliminary Finding of No Significant Impact (FONSI) for the Southwestern Pennsylvania Water Authority Project in Greene County, PA

Summary

The U.S. Environmental Protection Agency (EPA) invites the public to comment on its preliminary Finding of No Significant Impact (FONSI) for the Southwestern Pennsylvania Water Authority (SPWA) project to extend the SPWA water distribution system to serve the Brave Water and Sewer Authority (BWSA) system located in Wayne Township, Greene County, PA.

  Summary: EPA has concluded that the environmental impacts of the proposed system extension are expected to be minimal, and as such, an Environmental Impact Statement will not be prepared. EPA’s assessment concurs with the Pennsylvania Department of Environmental Protection’s finding that no adverse environmental impacts are anticipated from the implementation of this project.

  Summary: EPA assessed three (3) courses of action to evaluate the effects of project implementation on environmental resources: two (2) alternative actions and a No Action alternative. The EA did not identify significant effects to resources as a result of implementing the proposed action.

  Description: The Pennsylvania Department of Environmental Protection’s State Environmental Assessment for the Southwestern Pennsylvania Water Authority’s Brave Water and Sewer Authority System Extension Project.
  
  Summary: Review of the project UER (revision submitted on 10/17/2023) confirm that the proposed project will not cause any significant environmental impacts due to the fact that all environmental impacts have been cleared with the necessary agencies and proper permits have been obtained for any erosion & sediment control and site restoration activities and any water obstruction and encroachment activities on streams and/or wetlands.

  Description: The engineering report detailing the proposed action and review of alternatives for the Southwestern Pennsylvania Water Authority’s Brave Water and Sewer Authority System Extension project.
  
  Summary: Based on the Environmental Assessment contained therein, the report concludes that the proposed project will not lead to any significant adverse impacts and that the public interest will be best served by completion of this project.
