Notifying EPA Regions and States

Many EPA regions and states have specific email addresses devoted to Part 75 notifications and reports.

This table of Part 75 administrative processes is meant to assist sources required to monitor under Part 75 to navigate the processes of initial certification, recertification and on-going QA/QC. It provides a list of notification requirements, deadlines, and submission requirements that are established by Part 75. Table 1: Prior to Initial Certification

Contents of Submittal	The planned date when a new affected unit will commence commercial operation, or the actual date on which a new affected unit commenced commercial operation.
Submit When?	For the planned date: at least 45 days prior to the date the unit commences commercial operation. Subsequent revisions to the planned date can be submitted as necessary. For the actual date: not later than 7 days following the date the new unit commenced commercial operation.
Submit to Whom?	CAPD, EPA region, and state air pollution agency. Please send the notice to CAPD via email to [email protected].
Comments	The plant’s Designated Representative or Alternate Designated Representative (or their Source Management Agent) may elect to revise a planned date or report an actual date for a new unit via the CAMD Business System.
Submittal Requirement	Notice of the date on which an existing unit will become newly affected

Contents of Submittal	Notification of the date on which an existing unit becomes newly affected.
Submit When?	At least 45 days prior to the date on which the unit is expected to become affected. For the actual date: no more than 7 days following the date on which the unit became affected.
Submit to Whom?	CAPD, EPA region, and state air pollution agency. Please send the notice to CAPD via email to [email protected].
Comments	This guidance applies to an existing unit that had previously been exempt from one or more CAPD programs. If the expected date changes, submit notice of revised date at least 7 days before the date on which the unit is expected to become affected

Comments	For Subpart E alternative monitoring systems, submit hardcopy test results to CAPD. For other certifications, submit hardcopy test results to CAPD only upon request. CAPD's mailing address can be found here.

Comments	If the planned date changes, submit notice of the revised date at least 7 days before the date of initial operation or usage (as applicable).

*** Recertification is required when a replacement or change to a monitoring system may significantly affect the accuracy of the system. Recertification is also required if a change in unit operation or a change to the flue gas handling system may significantly affect the flow or concentration profile. Examples of changes that require recertification include analyzer replacement, change in probe location, and complete system replacement. Also, any change that requires non-routine RATA testing, or fuel flowmeter accuracy testing, or Appendix E re-testing is considered to be a recertification event, with one exception: changing the polynomial coefficients or K-factor(s) of a flow monitor or moisture monitor requires RATA testing but is not considered a recertification event [refer to §§ 75.20 (b) and 75.20 (g)(6).]

Comments	Test date may be changed, provided that notice is given ≥ 24 hr in advance of new test date. Section 75.61 (a)(5)(iii) allows CAPD, the EPA region, or the state air pollution agency to waive this requirement or to reinstate it if previously waived. If an EPA or state observer is present when a test is rescheduled, the observer may waive the notification requirement for the rescheduled test.

The projected date on which the LME methodology will first be used (hard copy and electronic). LME NO_x test results, if any (hard copy and electronic).
Submit to Whom?	The electronic information is sent to CAPD using the ECMPS Client Tool, and the hard copy information goes to the EPA region and state air pollution agency (list of email addresses here).
Submit When?	At least 45 days prior to the date on which the methodology will first be used.
Comments	An electronic "Monitoring Qual LME Data" record is required. More information about the LME methodology is available in the 40 CFR Part 75.
