Announcement of the Final Title V Federal Operating Permit Renewal Permitting Decision

The United States Environmental Protection Agency (EPA) is announcing its decision to issue Harvest a CAA title V operating permit renewal for their Los Mestenios Compressor Station (Facility) in accordance with 40 CFR §§ 71.7 and 124. This compressor station operates under an existing Part 71 permit that must be renewed every five years pursuant to the CAA. The location of the Los Mestenios Compressor Station is in a remote location of the northwestern quadrant of New Mexico, approximately 24 miles northwest of Gavilan, New Mexico and is located on the Jicarilla Apache Nation (JAN) Reservation in Rio Arriba County.
The Harvest Los Mestenios Compressor Station is an existing Facility that has been in operation since the late 1960’s. Harvest applied to renew this title V operating permit to authorize this Facility’s continued operation of equipment. The Facility is a natural gas compressor station that accepts produced natural gas gathered from various wellheads in the gas fields surrounding the Facility and compresses this gas for delivery to natural gas processing plants. This title V operating permit renewal provides corrections and updates to the current permit. Specifically, the capacity of the condensate storage tank T1 is corrected from 490 bbl to 400 bbl and the rating of the tank heater (Unit 5) is corrected from 0.30 MMBtu/hr to 0.012 MMBtu/hr. In the renewal application, Harvest states that Unit 2, a Caterpillar G-399-TA 4 stroke rich burn (4SRB) reciprocating internal combustion engine (RICE), is disconnected from the Facility’s process due to the unit being no longer operational and has been placed out of service. The renewal permit will no longer authorize the operation of this equipment. The renewal title V permit continues to authorize the operation of the T1200 Solar Saturn turbine (Unit 1). From information submitted by Harvest, Unit 1 has had no physical or operation changes, which may increase the emission rate of the unit beyond its calculated maximum operational capacity, and the heat input rate of the unit per manufacturer's specifications is 10.84 MMBtu/hr. The renewal permit will reflect both serial numbers for the Solar Saturn turbine at OHC18-S4468 and the turbine’s skid at SC-7895681. The renewal permit will authorize the operation of a Waukesha-Scania DS11 at 250 hp emergency diesel powered generator engine (Unit 4) to be used during power outages as backup power to the Facility. Also, the renewal permit will add monitoring, recordkeeping and reporting requirements for condensate storage tanks (T1 and T2), truck loading (L1), startup, shutdown and routine maintenance (SSM) and fugitive component leaks (F1).
EPA prepared a draft permit and held a public comment period from October 26th through November 27th, 2023. EPA also offered the public an opportunity to request a public hearing. There were no requests for public hearing received during the comment period. EPA reviewed and responded to the written comments received during the public comment period in a Response to Comment document. Within 30-days of this decision, any person who filed public comments on the draft permit can petition the Environmental Appeals Board to review any conditions of the permit being appealed. Please see 40 CFR § 71.11(l) for the specific requirements for the petition. The final permit will be effective immediately after 30 days of issuance if there are no appeals to the Environmental Appeals Board.
