Public Notice: Proposed Settlement with A-1 Pallets for Clean Water Act Violations in Kent, Washington

EPA is providing notice of a proposed administrative penalty settlement with A-1 Pallets, Inc. (respondent) for violations of the Clean Water Act at its facility located in Kent, Washington.
A-1 Pallets, Inc. failed to comply with its National Pollutant Discharge Elimination System permit (the Washington Department of Ecology’s Industrial Stormwater General Permit) at its Kent facility. The permit covers discharges of pollutants into the Green River.
EPA alleges that the respondent failed to submit reports, failed to conduct sampling, failed to implement and maintain Best Management Practices, failed to maintain a complete Stormwater Pollution Prevention Plan, failed to conduct monthly inspections, and failed to correct permit violations.
This action is being simultaneously commenced and concluded in a legal document called a consent agreement. Under the proposed agreement (see "Related Documents"), A-1 Pallets, Inc. will pay a civil penalty of $71,950.
